A couple of suggestions:

I still don't quite understand the explanation of timebases, though it's nearly there. Could you put in some further clarification as to why you would set the timebase to 1/24 if you're encoding fixed 24fps video to an FLV? Logically, to my mind, the timebase should ALWAYS be set to 1/1000 as, well, that is the encoded format's timebase. How come you're not setting it to that?
At the pseudocode at the end, you never invoke IStream.setTimeBase(), so it still doesn't seem to be an explanation as to why that method exists. Maybe some modification could be in order...
